Some Republicans are opposed to Mr Trump’s proposed overhaul because they say it doesn’t go far enough in repealing Obamacare.

Moderate Republicans believe it could leave millions of Americans without coverage.

The showdown is the first key test of Mr Trump’s presidency and a huge gamble for him, given that it was not clear as of Thursday night whether he had the backing necessary to win approval.


A vote had been scheduled for Thursday but it had to be postponed because a rebellion by conservatives and moderates would have doomed the measure.

The Speaker of the House of Representatives Paul Ryan has now scheduled a vote on the President’s American Healthcare Act on Friday.


“We have been promising the American people that we will repeal and replace this broken law because it’s collapsing and it’s failing families, and tomorrow we’re proceeding” said Mr Ryan said on Thursday night.

One of Mr Trump’s main election promises was to repeal and replace Obamacare, which he views as too intrusive and too expensive.

But he has struggled to get his own party representatives to support his alternative.
Mr Trump’s American Healthcare Act will fail to pass if 22 or more Republicans vote against it.


Republican leaders appear to be gambling that by going ahead with the vote the rebels will be forced to support the bill or risk being left with Barack Obama’s healthcare legislation.

After Mr Trump’s ultimatum Representative Mark Meadows said he would still vote against the bill, but did not say whether the conservative Freedom Caucus, which is opposed to it, still had enough votes to prevent it passing.

If the bill passes the House it will go to the Senate, where lawmakers are also threatening to block it.

The failure to pass the bill would be seen as a huge setback for the Trump administration at a time when it is already facing two congressional investigations and growing evidence of Trump officials caught up in surveillance by US intelligence agencies.
Based on the records of its research interventions and findings, Micheal Okpara University of Agriculture, Umudike (MOUAU), Abia State, has been chosen by the African Development Bank (AfDB), as an Incubation Centre for the Empowering Novel Agribusiness Ltd Employment, ENABLE Nigeria Programme.

The ENABLE Youth Programme is being implemented in partnership with the Bank, the International Institute for Tropical Agriculture (IITA), and the Federal Government. It is a Pan African Youth Entrepreneurship initiative, whose mission is to provide jobs for youths through the training of a new set of Agribusiness managers that would impact positively in making Africa to be food sufficient and attain food security.

The selection of MOUAU for this Programme was made known when the Coordinator of the IITA Cassava- Wheat Management Centre, Dr Alfred Dixon, led a team from the IITA to the University and met with the Vice Chancellor, Professor Francis Otunta.
The Vice Chancellor, whose deputy, Professor Maduebibisi Iwe, received the visiting IITA Team, said the University was elated by the development, pledging that all the needful would be done sustainably to ensure the success of the Programme. He also noted that Agribusiness has been given top recognition as a very crucial sector towards addressing youth unemployment.

Dixon said that the Programme implementation whose preparations and appraisal mission in Nigeria, was effected between July 10 and July 29, 2016, will begin in January next year.

A member of the team, Miss Oneye Olonaje, who explained that the ENABLE Youth Nigeria Programme will last for three years and is targeted at raising 1,000 agric entrepreneurs in each of the 36 states in the country and the Federal Capital Territory FCT, added that it is expected to create 222,000 jobs every year.

Olonaje said that the programme is also aimed at changing the mindset of youths to begin to see agriculture as a viable business venture, adding that two other institutions 

– Federal Universities of Agriculture Markurdi and Abeokuta, were also chosen along with MOUAU as the Programme Incubation Centres and partners.

These three universities and partners she said are to create the enabling environment for the training to support the development of agribusiness curriculum.

the Joint Admission and Matriculation Board (JAMB) has annulled the chances of candidates selecting two (2) public Universities during UTME registration.

Candidates, for whom the admission is necessary, can address to the state universities, technical schools, and teacher training colleges of Nigeria with the official statement.

JAMB was founded in 1978 for the purpose of providing the temporary admission in the highest educational institutions in Nigeria. Prerequisites for this annual examination of Computer Based Test (CBT), which classify more than 400 estimates, are your Examination of the Certificate of High School.

The commission has decided to create the project 2017/2018 earlier and in another format to begin to train possible candidates for 2017/18 Unified Tertiary Matriculation Examination (UTME).

The Nigerian Senate has kicked off an investigation into whether Senator President Bukola Saraki and Senator Dino Melaye have abused their privileges as lawmakers in the Upper House of legislature.


Saraki is being probed under suspicion that he may have used his office to avenge the seizure of his imported bullet-proof vehicle by the Customs
While Senate is investigating Saraki over claims that he allegedly used his office to seek revenge against Nigeria Customs Service boos Hameed Ali, Melaye is being investigated over claims that he may have forged his certificate with which he ran for the legislative seat.

The Senate resolved to probe Saraki and Melaye following a motion moved by Senator Ali Ndume representing Borno South requesting that allegations against the two lawmakers should be investigated to ensure that there was no abuse of legislative privileges by them.


According to Ndume, allegations that the Senate invited Hameed Ali because he reportedly seized a bullet-proof Range Rover that belonged to Saraki because it did not have the proper papers needed to be looked into before the Red Chamber can move on with questioning Ali over the controversial issue of collecting Customs duties on old vehicles.


On the other hand, Ndume said allegations that Melaye did not really graduate from Ahmadu Bello University (ABU) in Zaria as claimed in his CV has to be investigated to make sure the truth is revealed.


The Senate Committee on Ethics and Privileges is looking into the two matters and will report back to the house in two weeks.


Meanwhile, prominent lawyer Femi Falana has said the Senate has no lawful authority to summon Col Hameed Ali (rtd), the Comptroller General of the Nigerian Customs Service.


The human rights lawyer's claim, comes on the heels of the Senate’s invitation to the CGC, over not wearing his uniform.

 The lawmaker reveals that public funds have been diverted in the course of the Boko Haram war Senator Shehu Sani, APC Kaduna Central, has revealed that one of the forces militating against the nation as it battles insurgency, is the inhumanity of some persons in power, who are benefiting from the crisis.

  The chairman, Senate committee on foreign and local debts, further reveals that many of those involved in the inhumane acts against Nigerians, are working closely with the presidentSome of those who Buhari works with are benefiting from Boko Haram.

 Shehu Sani Sani who is also the vice chairman, foreign affairs committee and chairman, Senate adhoc committee on humanitarian crisis in the Northeast, made the disclosure in a recent interview.

Vanguard reports that the lawmaker who is a member of the Senate committees on INEC, media and public affairs, said Nigerians will gain knowledge of those dealing unfairly with them, very soon.

 The author, playwright and president of Civil Rights Congress of Nigeria, had some months back, tackled northern governors in their bid to secure foreign loans.

Speaking on the fate of the interim report on the humanitarian crisis in the Northeast, Sani said: "our preliminary investigation and report have shown to us and to the nation that public office holders who are close to the president simply use the opportunity to award contracts indiscriminately and in the process not being able to achieve the major aim of addressing the sufferings and hardship of which people in the Northeast are undergoing in the last few years."

"The insurgency that has ravaged the Northeast has created thousands of orphans and widows and the most we can do for them is to commit resources and see to it that they return back to their lives, but we have not done that," Senator Sani stressed. The legislator said he is working together with his colleagues in the committee to present a final report for which Nigerians will know how some people have simply been diverting public resources for the helpless and for the poor for them to simply enrich themselves.

You heard that from the horse's mouth. How much power by making this kind of statement do you think the Herdsmen will exhibit to peace loving citizens? Surprised? Not exactly. Since Muhammad Buhari came back, the activities of Boko Haram have increased.

 Where then is Tukur Buratai who harbored Boko Haram then came to tell us that they have been technically defeated. What a lie. Shekau just made the world know that he is still alive and well.

 How can this be possible Muhammad Buhari and Buratai? He has made his plan to take over all of Africa which of course is your plan as well, so, who is fooling who?

ECOWAS court threatens Buhari over disobedience of court order The Economic Community of West African States, ECOWAS, has threatened to give President Muhamamdu Buhari, the Gambia treatment, if he refuses to comply with the ECOWAS court, ordering the release of the former National Security Adviser, NSA, Sambo Dasuki.

Recall, that Dasuki who was arrested for alleged economic crimes and other offences, is currently facing charges relating to criminal diversion of funds, meant for the procurement of arms for fighting Boko Haram terrorists in the North-East.

However, he has remained in the custody of the Department of State Security Services, DSS, since he was rearrested at Kuje prison, on December 29, 2015, upon being released after fulfilling the bail conditions granted by three courts that ruled in his favour.

In its ruling, the ECOWAS court had in its October 2016 judgment, also ordered the Federal Government to pay a fine of 1 million. Nevertheless, months after the order, the Buhari-led government has neither released Dasuki, nor paid the fine. In a reaction, a Spokesman for the ECOWAS court, Sunny Ugoh, stated that judgments of the Court of Justice were

“final and immediately enforceable.”

According to him, decisions of the court are binding on ECOWAS member States, individuals, and corporate organisations. Ugoh said:

“Consequently, the instruments of the court provide that the Member States and institutions, shall immediately take all necessary measures to ensure execution of the decisions of the court.


 “First, all Member States shall determine and give competence to a named national authority, for the purpose of receipt and processing for execution of the decisions of the court. The court is to be notified of the designation of such authority.

“Nigeria has complied with that obligation, since it has notified the court of the appointment of the Attorney-General and Minister of Justice of the Federation, as the national authority responsible for the execution of the decisions of the court.”

When asked if the court would sanction the Federal Government, Ugoh said: “In the unfortunate event of failure by any member State to ensure execution of decisions of the court, the ‘2012 Supplementary Act on Sanctions against member States that fail to honour their obligations to ECOWAS’ will apply.

“This vital community legal instrument provides for a wide range of sanctions that can be imposed, as well as the relevant procedures to be followed.”

A copy of the Supplementary Act on Sanctions made available to our Correspondent showed that Nigeria could be suspended from participating in ECOWAS activities.


Other sanctions according to the document, include the suspension of Nigeria’s right to vote, and participate in all decision-making organs of the organisation; travel ban on its leaders, their families, and associates; freezing of their financial assets, and ban on standing for the Chairmanship of the community.

Many Are not paying workers because they are short of cash. The President said the money – about N500 billion – should be used to pay outstanding workers’ salaries and pension. He gave the directive during a meeting with governors after the National Economic Council (NEC) meeting. The NEC is chaired by Vice-President Yemi Osinbajo.

The Senate, on Thursday, refused to grant the Comptroller General, Nigeria Customs Service, Col. Hameed Ali (retd.), audience, describing the dressing of the NCS boss as “improper.” The lawmakers asked Ali to reappear on Wednesday next week in the uniform of the NCS.
The Guardian continues the story Without a voice of dissent, the Senate yesterday walked out the embattled Comptroller-General of the Nigeria Customs Service (NCS), Hameed Ali, for not wearing the agency’s uniform. The upper chamber accused him of appearing in “improper dressing.”

The lawmakers also directed Ali to re-appear before it in plenary next Wednesday in the proper NCS uniform. But before he was walked out of the chamber, Ali was subjected to a serious rebuke for about 40 minutes.

The customs is a major agency that is tasked with boosting government’s revenue. Its policies have serious consequences on the economy. Thus, synergy between it and the Senate is essential to the improvement of the economy.
The Joint Admissions and Matriculation Board (JAMB) has said the registration of candidates for the Unified Tertiary Matriculation Examination will be for a period of one month.

JAMB sets one month for candidates to register for the 2017 UTME Speaking to newsmen on the sideline of a stakeholders’ meeting attended by owners of CBT centres nationwide, organised by JAMB at the University of Lagos on Monday, March 13, the registrar of the board, Prof. Ishaq Oloyede, said that the sale of the 2017 UTME forms will begin on March 20 and end on April 19. This is unlike previous years which used to be for a period of three months.

According to him, the period of registration was reduced to eliminate all ills associated with prolonged registration of candidates. He stated that the board would not extend the period of registration of candidates the Computer Based Test (CBT) UTME. Oloyede added that over 600 public and private centres had been approved for the conduct of this year’s UTME nationwide

JAMB first introduced the computer-based test (CBT) method of writing its UTME in 2013, and conducted the examination in 2013 and 2014 using three modes, namely, dual-based test, paper pencil test and CBT.

Earlier, JAMB disclosed that it would organize an optional mock examination before the 2017 UTME to allow candidates “FEEL’’ what the main examination will be like.

These are some of the things that will happen this year, that have never happened before:
1. No awaiting result
JAMB has announced that candidates who have not received their O’level results will not be able to apply or secure admission in higher institutions. In a statement released on Tuesday, February 28, the examination body said it was part of its restructuring plan for 2017.
2. Fourth Choice

3. No choosing of public university
The following was also announced: The new registration platform will now be first choice, second choice, third choice and fourth choice and not most preferred, preferred etc as it was. Candidates’ first choice can be a College, University, Innovative Enterprises Institutions or Polytechnic/Monotechnic. However, if a candidate makes a Public University his first choice, he will not have any public University to choose for 2nd, 3rd and 4th choice.
He will have on the remaining three choices, a College, a Polytechnic, Private University and IEI’S.
However, candidates for the 2017 UTME can now select NCE (College) or ND (Polytechnic/ Monotechnic) as their 1st choice up to 3rd choice and the 4th IEI. They can select the IEI (Innovative Enterprise Institution, ND) as their 1st choice up to the 4th choice, but can only pick a public university once
4. JAMB form sold late
The organizers of the major examinations in the country, including JAMB met to avoid a clash in schedules and in order to have a harmonized timetable.
An agreement was reached at the national headquarters of the Board in Abuja on Tuesday, January 24, after a meeting with National Examination Council (NECO), West African Examination Council (WAEC) and National Business and Technical Examination (NABTEB) to harmonize the timetable. This is one reason the registration is yet to begin.
5. Mock UTME
While speaking the body also announced that plans were in place for a mock UTME and this might explain the delay in beginning the sales of the examination forms. So if you are preparing, start your preparations now, so you can do well in both the mock and the real deal.
6. No scratch card
Speaking on the issue of scratch card, the registrar explained that one reason for the delay was due to issues the board had with sale of scratch cards. He said that whereas candidates used to buy scratch cards to access the forms online previously, they planned to cancel that since it had been abused thoroughly.
According to Daily Trust, he said: “What we want to do is for students to pay directly to government coffers and we are working out the process of doing so to avoid the type of abuse that has been going on
“So, we want to sell directly and to make sure that candidates pay into TSA account. We have cases of students saying their scratch cards got burnt, others saying their scratch cards were swallowed by snakes or lost in an accident."

Dr Fabian Benjamin, JAMB’s Head of Public Relations made this known in an interview on Monday in Bwari.
Benjamin said the date was fixed following an agreement that was reached on the harmonization of the examination timetable at a meeting with other exam bodies on Jan. 24.

JAMB recently emphasized that it would organise an optional mock examination before the 2017 UTME.
Based on information published on its Twitter handle @JAMBHQ, the date of the Mock examination will soon be announced. According to the board, the purpose of the mock examination is to allow candidates “FEEL’’ what the main examination will be like.

The board, however, said the mock examination would be “completely optional’’ as it would not be a pre-requirement for writing the actual UTME. It added that candidates can choose to either take the mock examination or not.
